Foundation Quality Fabrication Manager required for a major Offshore Wind Farm Developer based in China. Responsibilities Ensure client/site have the correct procedures and systems in place prior to manufacturing start, that meet its contractual obligations. Establish internal Quality processes and requirements for client/site to ensure implementation and enforcement of contractual requirements. Write internal surveillance plans and other Quality Assurance (QA) documentation in order to implement a fit-for-purpose Quality Management System (QMS). Work closely with the Project Team to manage Quality in accordance with the Project Contractual requirements "including but not limited specifications, standards and norms" on site. Manage and coordinate the activities of Quality Control (QC) personnel based at fabrication site. In conjunction with the Site Manager liaise with the Principal Contractor and their Sub-Contractors at their manufacturing facilities and coordinate quality-related interfaces. Monitor conformance and report on progress of the works. Review, comment and accept Quality Plans, Inspection & Test Plans (ITPs), as-built record packs and other Quality-related documentation submitted by the Contractor and its Sub-Contractors in liaison with the appropriate QE and Package Managers/Engineers. Planning and management arrangement of surveillance of production and inspection of equipment at manufacturing works or site. Conduct inspections within own engineering competency Receiving notification of Hold Points (HP)/Witness Points (WP) and expediting expected Points where notifications are not received. Identify non-conformance, requesting & accepting corrections and corrective close out Ensure Non-Conformance Reports (NCRs) rectification is tracked and auditable. Use client's inspection tool for Data Recording of NCRs and Daily Progress. Produce daily and weekly reports. Stay informed of the HSE system and the procedures relevant to the function as well as to work in accordance with the requirements therein. Support in contract processes for e.g. milestone completion proof. Exchange with Package Engineers when expert knowledge is required to close out NC and Concessions. Participate in weekly progress meetings with the contractor's site management.Requirements Proven Experience in leading a quality or engineering team on manufacturing sites. Cultural awareness and experience in a Chinese fabrication environment. 10 plus years relevant industry experience. Degree qualified engineer or time served apprentice with a minimum of HNC qualification (or equivalent) in an engineering or maintenance discipline (Structural, Mechanical, or Civil). Welding engineer/technician IWE/EWE/IWT or have significant experience. Experienced and certified as NDT operator. Coating Level FROSIO or NACE. Fluent in spoken and written English preferable knowledge of local language
