Contract: 6-Month Rolling Contract

Start Date: ASAP

The Role

We are currently recruiting for an experienced Sub Agent to join a major HS2 project at Calvert North on a long-term rolling contract basis. Working within Kier Transportation Limited (KTL) as a subcontractor to EKFB, you will take responsibility for the safe, compliant, and efficient delivery of a defined section of works, ensuring programme, quality, safety, and commercial objectives are achieved.

This position will primarily oversee fencing, UTX crossings, and ditch crossing packages, requiring a proactive and hands-on individual with strong civil engineering experience and the ability to coordinate engineers, supervisors, subcontractors, logistics, and plant across multiple work fronts.

The ideal candidate will have previous experience operating at Sub Agent level, or be a Senior Engineer/Section Engineer with a minimum of 12 months' experience leading packages on major infrastructure projects.

Key Responsibilities

Project Delivery & Planning

Manage the day-to-day delivery of a defined work package, ensuring works are completed safely, efficiently, and in accordance with programme requirements.

Review IFC drawings, specifications, HS2 standards, and EKFB requirements to establish construction methodologies, sequencing, resources, and delivery strategies.

Produce and manage short-term programmes, lookaheads, and weekly delivery plans.

Lead daily coordination meetings with engineers, supervisors, subcontractors, and logistics teams to ensure work fronts remain productive.

Identify and mitigate programme risks, escalating issues with proposed recovery plans where required.

Engineering & Technical Assurance

Ensure all works are delivered in accordance with approved IFC designs, tolerances, and technical specifications.

Oversee engineering teams responsible for setting out, quality records, inspections, and technical compliance.

Manage temporary works requirements, ensuring designs, permits, inspections, and approvals are in place before implementation.

Coordinate inspections, testing activities, and hold points in accordance with ITPs and project requirements.

Quality & Compliance

Ensure quality assurance processes are implemented throughout construction activities.

Manage inspections, NCRs, corrective actions, and close-out activities using Novade and other project systems.

Ensure all assurance documentation is completed progressively and linked to the relevant assets and work packages.

Support audits, surveillance activities, and client inspections.

Materials, Logistics & HS2 Compliance

Coordinate labour, plant, materials, and subcontractors to maintain productivity and programme performance.

Ensure all materials and plant comply with HS2 and EKFB requirements, including PMAF approvals where applicable.

Maintain material traceability, certification records, and quality documentation.

Manage non-conforming materials and ensure corrective actions are implemented promptly.

Stakeholder & Subcontractor Management

Act as the primary day-to-day delivery lead for your allocated section of works.

Coordinate with EKFB, HS2 representatives, designers, temporary works coordinators, logistics teams, and other stakeholders.

Manage subcontractor performance, ensuring compliance with RAMS, permits, quality requirements, and programme commitments.

Maintain accurate records relating to progress, disruptions, delays, and site constraints.

Health, Safety & Environment

Provide visible leadership and promote a strong safety culture across all activities.

Ensure all works are delivered in accordance with approved RAMS, permits, and project procedures.

Lead site briefings, toolbox talks, and safety initiatives.

Ensure environmental controls and sustainability requirements are implemented and maintained.

Support investigations, close calls, audits, and assurance activities.

Handover & Completion

Drive completion activities, snagging, reinstatement works, and sectional handovers.

Ensure as-built information, survey records, quality documentation, and testing records are completed accurately.

Support the production and submission of handover documentation through Novade, Transportal, and associated project systems.

Ensure works are fully auditable and ready for acceptance by EKFB and HS2.

Candidate Requirements

Previous experience working as a Sub Agent on major civil engineering or infrastructure projects.

Alternatively, a Senior Engineer or Section Engineer with a minimum of 12 months' experience managing work packages and supervising delivery teams.

Strong civil engineering background with experience in earthworks, drainage, highways, rail, or major infrastructure schemes.

Experience managing subcontractors, engineers, supervisors, plant, and logistics activities.

HS2 experience is highly desirable.

Experience working on fencing, UTX crossings, drainage, utilities, or earthworks packages would be advantageous.

Good understanding of quality assurance, temporary works, permits, ITPs, NCR management, and construction compliance.
